First hydrogen fuel testing laboratory launched in Hong Kong

The opening ceremony was held at the ‘New Energy Summit 2026’ in the Hong Kong Productivity Council (HKPC) building on 23 September 2026, following the Chief Executive’s announcement of ‘Hong Kong’s First Five-Year Plan’ and the ‘2026 Policy Address’ which set out initiatives to accelerate new energy development, advance green transformation, and actively promote the hydrogen industry.

Establishing hydrogen testing and certification capabilities that are aligned with international standards serves as a critical foundation for accelerating the adoption, commercialisation, and wider application of hydrogen technologies, strengthening the hydrogen supply chain infrastructure and accelerating new energy and green transformation in Hong Kong.

The HKPC has been actively aligning with the national green development strategy and fully supporting the Hong Kong Special administrative Region (HKSAR) Government’s efforts to advance hydrogen development. The establishment of Hong Kong’s first hydrogen fuel testing laboratory will further promote innovation in new energy technologies and accelerate industrial adoption.

The opening ceremony was officiated by the guest of honour, Sammy Yeung, JP, Commissioner for Climate Change at the Environment and Ecology Bureau of the HKSAR Government. In his opening remarks, Yeung stated: “The launch of Hong Kong's first hydrogen fuel testing laboratory today adds new impetus to the development of Hong Kong's hydrogen fuel quality testing services and helps the industry align with national and international standards, thereby enhancing our technical credibility and market competitiveness. The Government will continue to systematically implement the Strategy of Hydrogen Development, optimise infrastructure planning, and steadily promote the broader application of hydrogen energy in Hong Kong.”

The launch of this hydrogen fuel testing laboratory marks a significant milestone in the city’s hydrogen development journey. The laboratory provides nationally and internationally recognised testing, validation, and quality assurance services for hydrogen production facilities, refuelling stations, and other new energy applications. By supporting the industry in meeting stringent safety, quality, and regulatory requirements, it will help to accelerate the commercialisation and wider adoption of hydrogen technologies. Beyond meeting the growing demand for hydrogen testing and technology validation services, the laboratory fills a gap in Hong Kong’s testing infrastructure and lays the foundation for internationally recognised hydrogen testing and certification capabilities. It will strengthen alignment with national and international standards and enhance Hong Kong’s role as a regional hub for new energy innovation, standards of development, and green professional services.

Yonghai, DU, Chief Innovation Officer of HKPC and General Manager of its Centre of Advanced Power and Autonomous Systems (APAS), said: "HKPC is proactively aligning with and supporting the directions set out in 'Hong Kong's First Five-Year Plan' and the '2026 Policy Address' to advance new energy development, accelerate green transformation, and foster the growth of green new productive forces. The global energy landscape is undergoing a historic transformation. Developing new energy is not only part of the global response to climate change, but it also presents significant opportunity to drive industrial transformation and stimulate the green economy.

“HKPC and its APAS have been at the forefront of advanced R&D for years. The establishment of the Hydrogen Fuel Testing Laboratory marks a significant milestone in strengthening Hong Kong’s capabilities and infrastructure for the development of the new energy industry. Leveraging our strengths in applied R&D, technology validation, and industry support, we will continue to accelerate the adoption of new energy technologies, foster international collaboration, and reinforce Hong Kong’s position as a leading hub for green innovation and professional services."

Together with industry partners, APAS showcased a series of latest R&D achievements, including electrification solutions for small vessels, hydrogen fuel cell power generation for construction sites, methanol power applications, and smart charging solutions, helping enterprises to capture opportunities in the low-carbon transition.

Under the theme ‘Hong Kong’s Energy Transition: Outlook, Circularity, and Net-Zero’, the New Energy Summit 2026 brought together government officials, leading global scholars, and prominent industry leaders to discuss regulatory progress, industry developments, and future trends of hydrogen in Hong Kong, as well as the application of green mobility and new energy. Guest speakers included Chu Wa Wing, Senior Engineer, Hydrogen Fuel Safety, the Electrical and Mechanical Services Department of the HKSAR Government; Christophe Blanchard, Technical and Performance Director, Veolia Hong Kong and Macau; Qiang Zhang, General Manager, Off-road Business Division, Zhejiang Yuancheng New Energy Commercial Vehicle Group Co., Ltd; Professor Minhua Shao, Head of the Department of Chemical and Biological Engineering at the Hong Kong University of Science and Technology; Ezra Emerson, Founding Partner of Quantic Capital; Ir Sammy Kong, General Manager, Commercial and Industrial Marketing and Sales of Towngas; and Lawrence Iu, Executive Director of Civic Exchange; among others.

As part of APAS’s 20th anniversary celebrations, a special appreciation ceremony was held to recognise members of the APAS Advisory Committee for their distinguished contributions and longstanding support in advancing automotive technology and smart mobility in Hong Kong.
