Enagás launches public consultation for hydrogen network

Enagás has presented the Conceptual Public Participation Plan (PCPP) for the Spanish Hydrogen Backbone Network in La Rioja, at a meeting attended by the Regional Minister for Economy, Innovation, Enterprise and Self-Employment, Belinda León; the Regional Minister for Local Policy, Infrastructures and Fight against Depopulation, Daniel Osés; the Director General for Enterprise, Energy and Internationalisation, Amadeo Lázaro; the Director General for the Natural Environment and Landscape, Ignacio Sanz de Urturi; and the Energy Transition General Manager at Enagás, Natalia Latorre.
During the meeting, held in the Library of the Treasury Department of the Government of La Rioja, the main details of this key element of infrastructure to promote renewable hydrogen were set out, and it was stressed that the region will occupy a strategic position within the Spanish Hydrogen Backbone Network. Rioja’s municipal councils, government authorities, agencies and society will actively contribute to the development of an essential infrastructure for decarbonisation, which will have a very significant economic and social impact on the region.
A key element of infrastructure that will cover 39 municipalities in La Rioja La Rioja will have around 117 km of hydrogen pipelines, integrated in two sections of the Spanish Hydrogen Backbone Network: the Haro-Zaragoza section, part of the Ebro Valley Axis, with approximately 110 km; and the Arrigoriaga-Haro section, part of the Cantabrian Coast Axis, with around 7 km in La Rioja territory.
The future backbone network, most of which will run parallel to the natural gas network, will make La Rioja a potential hub for the hydrogen market. The route will feature one of the three compression stations of the Spanish Hydrogen Backbone Network, located in El Villar de Arnedo, which will be a key facility for the operation of the system.
The Conceptual Plan for Public Participation in La Rioja will run until 27 March and provides for the location of information points in 39 municipalities: Briñas, Haro, Rodezno, Ollauri, Gimileo, Briones, San Asensio, Torremontalbo, Cenicero, Lardero, Uruñuela, Huércanos, Navarrete, Sotés, Entrena, Alberite, Clavijo, Ribafrecha, Murillo de Río Leza, Agoncillo, Lagunilla del Jubera, Santa Engracia del Jubera, Arrúbal, Galilea, Corera, Alcanadre, El Redal, Ausejo, Ocón, Tudelilla, El Villar de Arnedo, Arnedo, Pradejón, Quel, Calahorra, Aldeanueva de Ebro, Autol, Rincón de Soto and Alfaro.
In addition, the Plan envisages the holding of eight participatory one-day seminars, open to the public, in which information on the project will be presented.
An open and transparent participatory process
La Rioja is thus an integral part of the largest public participation plan of its kind in Spain. It will visit a total of 13 autonomous communities and more than 500 municipalities. The PCPP of the Spanish Hydrogen Backbone Network gathers the contributions of government authorities and agencies, organisations, associations and all citizens interested in participating, with a total duration of 18 months, after which a final report will be drawn up with the results of the process.
The aim of the Plan is to explain the infrastructure with transparent information, encourage the active participation of the regions, resolve queries and ensure that the development of the network incorporates the best solutions from a social and environmental point of view, from an early stage.
The project for the first axes of the Spanish Hydrogen Backbone Network consists of the development of around 2600 km of hydrogen pipelines, grouped into 15 sections. The hydrogen economy will generate more than 32 billion euros of GDP in Spain and support some 81 000 jobs during the development of the Backbone Network.
