Ceará formalises green hydrogen partnership

The Government of Ceará, Brazil, through the Secretariat of Economic Development (SDE), is taking a decisive step to consolidate the state as a global protagonist in the energy transition. On 4 February 2026, the first stage of a memorandum of understanding (MoU) was signed between the SDE, the Brazilian Company for Participation in Nuclear and Binational Energy (ENBPar) and Itaipu Parquetec for collaboration on initiatives and ventures aimed at the energy transition, initially through a green hydrogen (H2V) plant in Ceará territory.
The event took place in Foz do Iguaçu/Paraná, where the SDE delegation, led by Secretary Domingos Filho, also visited the Itaipu Binacional facilities and Parquetec, the Hydrogen Technology Center, accompanied by the company's management.
The project, called the H2V-Education Pilot Plant (H2Lab), will have an installed capacity of up to 300 kW. The central objective is to integrate research, development, experimental production, and professional training, supporting the state plan to strengthen the renewable energy chain. The solution delivered to the state will be complete, including a modular hydrogen production unit, an automated and safe system, and practical demonstrations for operator training.
The partnership envisions the creation of technological laboratories with didactic workbenches that simulate the production of green hydrogen, allowing students and technicians from Ceará to receive practical training. Beyond the educational aspect, the memorandum establishes an interest in future urban mobility projects, such as the application of hydrogen technology in heavy vehicles and school buses in the state. The H2Lab represents an immediate opportunity in the new green economy, generating direct impacts such as local skills development, the stimulation of new businesses and partnerships, and the strengthening of sustainable innovation.
Domingos Filho, the Secretary of the SDE, commented: “This achievement is the result of the strategic vision of Governor Elmano de Freitas, who has worked tirelessly to position Ceará at the forefront of the green economy. This project serves the State's interest in fostering the new renewable energy chain, contributing decisively to sustainable development and the generation of qualified jobs.”
Marlos Costa, CEO of ENBPar, added: “We enthusiastically celebrate the signing of this MoU with the Government of Ceará. ENBPar recognises the state's willingness and commitment to leading this agenda, offering a favourable environment for the execution of this pilot project. This synergy between the parties involved is fundamental to transforming Brazil's energy potential into technological and social reality.”
Enio Verri, Brazilian Director-General of Itaipu Binacional, highlighted: “This is a great partnership. The SDE (Secretariat for Economic Development) and Itaipu Parquetec are working together to develop hydrogen, the fuel of the future, in Ceará, alongside students, academics, and researchers. The whole world is watching this technology, which is advanced here at Itaipu and also in Ceará. By joining forces, we will contribute to the development of our states and our country.”
