Bundesnetzagentur sets new rules for hydrogen network

The Bundesnetzagentur has issued a determination setting out differentiated tariff structures for the German hydrogen core network. The ‘KOSMO’ determination of provisions to represent costs of certain transport services of the hydrogen core network and modify network tariffs accordingly has been published.
The hydrogen core network is to connect what are expected to be Germany's major hydrogen consumption and generation regions – central locations such as large industrial centres, storage facilities, power plants, and import corridors – with each other.
"We have now put in place the last building block that was missing from the tariff system for the core network. KOSMO ensures reasonable prices that reflect the value of the various transport products," said Klaus Müller, President of the Bundesnetzagentur.
In 2024, the Bundesnetzagentur issued the WANDA determination that established the basic tariff system for the hydrogen core network. The determination provided for an essentially uniform tariff for the ramp-up of the network. KOSMO supplements these rules.
A supplement was necessary following the issue of the WaKandA determination, which defines different types of capacity products for the hydrogen transmission network.
The Bundesnetzagentur’s KOSMO determination adapts the tariff to the different products. It lays down multipliers for non-yearly capacity and discounts for interruptible capacity and for hydrogen that is taken off the network to fill hydrogen storage facilities.
Up until now, under the WANDA determination, a uniform ‘postage stamp tariff' has been applicable for the use of the hydrogen core network. This meant that the same price for the transport of hydrogen would be payable by all network users, irrespective of where in the network hydrogen was to be injected and how far it was to be transported. At the time of those proceedings, the future system of access regulation for hydrogen networks was still unknown. The Bundesnetzagentur has since issued the WaKandA determination, whose arrangements give rise to the capacity products available in the core network. The Bundesnetzagentur is therefore adapting the tariff system to this range of products.
