Power2X has announced its final investment decision (FID) and notice to proceed for the Djewels green hydrogen project. Djewels is an innovative, 20 MW facility in Delfzijl in the Province of Groningen, the Netherlands. This milestone marks the project's transition into construction.

Djewels is the first project of Power2X to reach this milestone following the HyCC acquisition earlier this year. Rely, a joint venture of Technip Energies and John Cockerill, will be responsible for the engineering, procurement and construction (EPC) of the plant. The project will use pressurised alkaline electrolysis equipment from John Cockerill. Rely will provide plant performance guarantees and delivery certainty.

During the full operational phase, Djewels will supply approximately 2000 tpy of green hydrogen to industrial customers in the region. The plant will be built at the Chemical Park in Delfzijl (CPD), directly connected to the Nobian facilities. Nobian has been instrumental during the development phase and will remain a strategic partner during the construction and operations of the plant. The Djewels project, with its innovative technology, produces hydrogen at higher pressure and current densities. This technology enables more efficient hydrogen production, and, when fully proven, enables a lower footprint and costs for future larger scale facilities. The project is receiving support from the Province of Groningen, Waddenfonds, the European Union through the Clean Hydrogen Partnership and the Ministry of KGG. All permits are irrevocably in place.

Low carbon and green hydrogen projects in the Netherlands and across Europe – when built at scale over the coming years – will provide diversified energy security and new industrial competitiveness, whilst reducing CO2. Djewels will contribute to this goal through demonstrating new and more efficient technology, paving the way for larger and lower cost industrial facilities. Coordinated investments in hydrogen infrastructure and facilities over the coming years will contribute to strengthening the Netherlands’ role as a leading European energy hub whilst enabling long-term industrial competitiveness and alignment with climate goals.

The cost of green hydrogen production is already dropping materially in regions beyond Europe, often as a result of scale, standardisation and affordable power and network costs. With the right planning, infrastructure and investment climate, green hydrogen will become a new base feedstock for Europe industry reducing import dependencies.

“This is a major milestone for the HyCC team. We are proud of what we have developed with many partners in Delfzijl over the years and look forward to bringing Djewels into operation in 2028. This project will help demonstrate the role that green hydrogen can play for our industry and the regional economy in the North of the Netherlands. We are grateful for the support of many stakeholders and partners over the past years,” said Marcel Galjee of HyCC, now part of Power2X.

Occo Roelofsen, Founder and CEO of Power2X, added: “The decision to proceed with the construction of Djewels marks a major milestone for our company. We started our mission to build new clean industrial assets in 2020, and today we make the first step from development towards realisation of our ambition. We are more energised than ever to move forward with our mission.”

“We are delighted to contribute to the Djewels project that will produce green hydrogen at scale to decarbonise the Dutch industry,” commented Damien Eyries, CEO of Rely & SVP Hydrogen & Derivatives Product Line, Technip Energies. “This flagship project confirms both the need for and the relevance of developing innovative, standardised, and robust hydrogen production solutions, bridging the gap between technology providers and project engineering. This vision has guided us at Rely since day one and we are honoured by Power2X’s trust in our solutions.”

Nicolas de Coignac, CEO of John Cockerill Hydrogen, said: “We would like to thank Power2X and HyCC for their confidence. We are also delighted to be partnering again with Rely on a landmark project that supports industrial decarbonisation and the energy transition. We will deliver to the Djewels project our most advanced electrolyser technology, manufactured in our European factory. John Cockerill is pleased to contribute to this pioneer green hydrogen infrastructure in the Netherlands and to play a role in the development of the hydrogen economy in line with the Dutch and European strategy.”

In addition, Geert Boesjes, Secretary-Director Waddenfonds, added: “We are pleased and proud that the full Notice to Proceed for the Djewels green hydrogen project (Delfzijl) has been given. The project helps us reach our energy transition goals for the Wadden. Creating the right momentum for projects like these is very important, as well as creating and maintaining a positive flow and energy in the development process. It also shows the importance for funding institutions that are able to give project developers the time and help they need over a longer period of time. We are glad to do so, and as such contribute to an important yet complex project like Djewels and the greater development in the energy production landscape.”
